Simply add a string to each bottle arm up to a pulley system which has a reversing crossover string to the other side. Therefore, if one side goes down, the other must match it, forced by the pulley system.

Suggest add extra string with little slack on the spring so you can set a max depth of spring will stretch, in case a Cat jumps the side or if one spring fails it will still protect system. Also as a user below has stated a pulley system is a good idea to maintain balance.

Why use spring? is it because you want the receiver to move randomly? how does that track the sun? eg, 12.38 is noon and thats when your receiver gets the most direct sun, if receiver moves around then it will get less heat. sun rays are strongest around noon. 14.18 is when your receiver gets about 30% refection

Could you use a strip of material above the target that expands when heated and a strip below the target and attach each to a cable and string pair (so 4 springs total) to adjust the target up and down automatically to keep the light centred on the target over the course of several months?

i think solar is most important in the winter, so maybe concentrate on your designs that are not affected by freezing temps.
