@Alexthefancollector Walker they slow down the chimes so the don't run too quickly

@Alexthefancollector Walker They're called fly fans. It's a way of regulating speed. The whole chiming train is connected to a fan. Assuming the torque applied to the fan is constant (which it is), because of the way air viscosity works, the more speed the fan has, the harder the air will try to brake it. So if the fan tries spinning harder, the air will slow it down harder, and if the fan is spinning slower, the air will brake it less than before. This way, the fan speed will settle at a certain value, which is dependant on the aerodynamic coefficient of the fan, and the viscosity of air, and the torque applied to the fan. Since the fan is connected to the chiming train directly, it will slow the chiming to the normal speed. Same goes for the striking train. If the fans weren't there, the whole mechanism would start spinning at such a speed that it would destroy itself. That's what happened once with Big Ben, one of the fly fans became disconnected and they had to do maintenance work on the clock for a long time before it was put back into service.
