The "older" glass breaks in those small bits because it is hardened (chemically or heat treated). Same with safety compund glass - a lot smaller shards that are held together by some plastic sheets, while regular "household" window glass, that isn´t hardened breaks in big shards.

Now that I think about it, when's the last time you've seen the glass break or just become dislodged? Have they changed the glass in recent years?
@Dodger24

All NHL rinks (and probably all AHL and NCAA D1) have Plexiglass which doesn't shatter, it just bends and breaks into chunks. The rink I work at (for an NCAA D3 team) has a mix of old plexi and tempered glass (which shatters), the plexi is mostly directly behind the nets and wherever a pane of glass had recently broken, until a new pane of glass can be put in. Last year I was announcing a USHL game at that rink and one of the guys got checked into a pane of plexi which bent the pane so much that it slipped out of the stantion without breaking, while also busting the piece of dasher board that was reinforcing that pane of plexi so it wouldn't bend so much
