I think that by using the term " colored, " this guy exposed his covert prejudice. Fancy saying to him, " Too much self-respect? " hit the target. In the vernacular of a bigot, Lt. Fancy was too uppity. The writers wrote great scenes for James McDaniel over eight seasons.

Other than his own motivations, Sipowicz was as shrewd as anyone I have ever met, and no-one understood him better than Lt Fancy, as smart and street wise as anyone ever came down the pike.

The fact that Fancy gave him the option to retire instead of being sued is more proof of how fair and good natured he was. One of the most stand up guys in NYPD Blue history!

Fancy was a better written character than Rodriguez. There was a lot of tension between him and Andy and other folks. Rodriguez stood around with his hands in his pockets a lot. I guess that’s why he wanted to be written off the show.

A great line was earlier in that episode. Fancy played the tape for Sipowicz, who said something like "how did you get that", and Fancy was like "He (Haverill) sent him to me wired, I sent him back!"

0:37, the look on Sipowicz’s face towards Haverill is great. Sipowicz while being very imperfect on racial matters knew his Lieutenants of Color for all their imperfections were much better cops than the racist White Captains they worked under and made sure to necessarily fuck those Captains over when needed. (Fancy here with Haverill, Rodriguez with Fraker in later seasons, Sipowicz stood up for both Lieutenants).

I always liked Fancy. He wasn't a black lieutenant. He was a lieutenant who happened to be black. He never brought it up until the racists did.
