"I'm not driving. I'm not driving. I'm levitating. And I'm not in Oregon. I'm on the moon." After the first time that the officer grabbed his wrist and he resisted, he should have been tased. Schizophrenics can be dangerous, especially when they are getting physical. I've become convinced that stops like this should last no longer than a few minutes. As soon as it becomes clear that police are dealing with schizophrenic sovcits, they should cut to the chase, and immediately arrest them for impeding an investigation by refusing to cooperate and give over the requisite documents. Sovpsych: "I do not consent." Officer: "I do not care."
