The ropes/colored tape is there for anyone who goes into the forest, even just to explore, to be able to find their way out. The Aokigohara forests are very big and deep and so it is easy to get lost, but yes, these ropes/colored tape is used by everyone and so also those who have come to end their life in the forest. I guess it can be both bad and good to follow the ropes/colored tape.
