According to a blog post at MSDN it was composed by a chap called David Yackley, and is included in case technical support people need to diagnose somebody's MIDI file playback down the phone, so that Windows has at least one local MIDI file.

Opening (0:00): The team consists of 7 (Auriela, Cetara, Hugh, Maneter, Onsten, Pleigh, Stuart), and they prepare for a new dance party. Dance Show (0:37): The team joins the party and dance together. The crowd was amazed by the stunning performance. School Exam (1:03): The next week, the team is in school and hopefully get great results. When they are their turns to check the paper, they were amazed to see an A+. Fun Trip (1:20): After giving test papers, they set off to a road trip, very fun. Lights Down (1:35): They come to a childhood place some members went before, but the place is dark. Chase (1:51): Everyone except Pleigh believe that there could be monsters in them, so they run away. Safe Place (1:57): When they went to a safe place, the team talks each other. Taken Over (2:15): However, as the team talks, 2 members saw Maneter being taken away by monsters, so the 6 members try to save him. However, many attempts to save him fails, as the monster is proved to be strong. Cried Team (2:43): The 6 members go back home crying about the possibility of Maneter being eaten by monsters. However, Cetara calls Maneter and was surprised to see him alive. Learned Lesson (3:11): Maneter manages to go back home, saying "Oh. I managed to survive a monster, I almost died. Everyone, remember to carefully plan your trips!", then, he cries. The team reunions back, then learns a lesson. The story ends.

Of the three MIDI songs bundled with Windows, this one is perhaps the most confusing. Somehow, I got from jazz bar music, to some climactic encounter theme, and then the best video game ending music ever?! _(EDIT 8/29/2014) Changed from "trivial" to "confusing". "Trivial" did not have the definition I wanted._

0:00 to 0:37 An extremely short last boss battle. The player has to quickly kill the final boss and radio in to call off a nuclear strike on the island. If the player fails to do so they recieve the bad ending music from 2:16 3:10. if they succeed they get the 0:37 music for the best ending. If the player calls off the strike and runs without killing the last boss the player gets the Depressed but successful ending with the 1:02 music

MIDI is NOT outdated. It is still used everywhere in music production, live performances, djing, visual installations. It's the thing that allows edm producers to make big tunes using small notebooks. MIDI is well and alive, it's not going anywhere.

BinaryCounter outdated and obsoleted are two different terms. If we could unify for a new standard, pretty sure we would, midi is really old and actually a kinda crap standard. Though yeah, it is nowhere near obsolete. It is the center of pretty much every big setup.

This MIDI file has a big influence over my music over the years. It was my inspiration for my song Superstition bec of how diverse the genres are with each "part". I'm guessing this is supposed to be a big demo for midi capabilities, hence the name. The first 30 or so seconds would have been mind blowing back in the day. Hell, it still is. I didn't even know midi was capable of those effects.

@LeClassics It's MIDI. The sound itself isn't stored in the file. The file only contains notes and must be played with a MIDI-player, usually embedded in the audio-chip of the computer. A resulting side-effect is that the sound may differ per computer.

1:31 - 1:51 is obviously Baroque - indicated by harpsichord and polyphonic style (sounds like a Baroque style sonata to me!)... And then is "classical" as Mozart (this part sounds like a mixing of the style of 5th and 6th variations of Mozart k265 - off beat on right hand with using of 2nd and 3rd beat in the first two bars and finishing it with jumping notes later, just like the 5th variation, and left hand with similar harmonic method as in the 6th variation of k265).

@mucoff They were used by the DirectX Diagnostic tool included with Windows Xp, and backported for 98, ME, and 2000. The diagnostic tools in Windows Vista and Windows 7 don't need these files, but they are still included for unknown reasons.

It's not a playlist, it's a MIDI file. It doesn't have actual sound, just the musical sheet, and the player plays the corresponding sounds, that's why it's so small.
