They said that because there are two types of FAL. Metric pattern and Inch pattern. Inch pattern was made in Canada, Britain, Australia, New Zealand, United States (not adopted, but the ones made were Inch so far as I can tell). Metric was made everywhere else. Argentina used Metric FALs. Britain used Inch FALs (L1A1 SLR). There are several differences, mainly that one is made with metric measurements and the other with imperial measurements, but on a user level, Inch rifles don't have full auto, and British L1A1s specifically also lack a last round bolt hold open. In other words, most military FALs throughout the entire world have full auto, not just Argentina's. The strange FALs are the ones without it, the British, Australian, New Zealand, Canadian FALs.
