Adopted and invented. It was taught in prep schools and broadcasting schools as a blending of the American Midwestern accent and the English RP accent. You can hear it in recordings of Teddy Roosevelt and other oldy time folks. It was originally taught in high class preparatory academies, so it was seen as "proper". It wasn't a natural accent, only an acquired one

Looks like a french film, since its clearly dubbed, and the police officer you see is wearing the typical french uniform from the period. Also, you can see from architecture of the various buildings its clearly somewhere in Europe. I'm surprised a film like this would be made in France though, because even back in the 60s France didn't have racial issues like the US or the UK had.
