The instrument is called an English Horn, or Cor Anglais. It's in the key of F and sounds a pefect fifth lower than an oboe. The fingerings are exactly the same too. Hope this clears things up.

Yes the solo instrument in the slower section is the Cor Anglais/English Horn. I played lead oboe in this piece and my friend played 2nd & Cor ❤️
