Do trains run slower in a storm like this?
No, because we don't drive on sight like we do on the road. This also exists, but is usually ordered in writing. However, this does not happen simply because a storm is raging, but because, for example, there are objects on the track.
In principle, we drive the prescribed speed, no matter what the weather. (There are of course exceptions).
