Aazhwaar is doing nindanam of avaishnavaas who don't pray to Him in abhigamanam. Last kaalam is yogam when we sleep. Abhigamana kaalam starts at the end of yogam, when we say hari: 7 times. After finishing our pratah kaala anushtaanams, "Abhigacchan harim praatah," we pray to Him as gajendra rakshakan for blessing the rest of our day of prayers. Gajendra was going to offer pushpam to Him when he got ensnared by the crocodile. Perumal freed him and enabled him to complete this kainkaryam successfully before the pushpam faded. So it is appropriate we pray to this form of perumal to bless that our kainkaryams of that day are successful. The avaishnavaas who don't pray so are kruthagnan i.e. ungrateful and so paapakaarees. Aazhwaar wonders how such people got created! So we should surely pray to Him; grateful that He has created us so, that he should bless our actions of the day and accept them. If we take aashrayam of perumal, devathaas will do upakaarams to us as opposed to by saamaanya sattam. So our actions will be fruitful. If we don't pray to Him in abhigamanam, we will get into a circle of paapams.
