That seems like a vast oversimplification of Szeto. He didn’t make the fire nation “too powerful.” His actions as the Avatar simply was to help his nation find peace. The fire nation used to be the “fire islands,” with multiple clans vying for supremacy (similar to feudal Japan, for which the fire nation is based off of). Szeto helped unify the “fire islands” into the “fire nation,” but was unfortunately unable to solve all disputes between the clans in his lifetime. Full unification between all clans under one royal family would not happen Until Roku’s era as Avatar. In the same year that total unification happened, Sozin took the throne, and with it a ruthless iron fist. It took centuries of internal political struggle and turmoil after the time of Szeto for the fire nation to truly amass global power.

Szeto had no flaws he simply restored a fire nation plagued by conflict and helped to unite it he never made them too powerful he made it steady and stable
