White highlights: I use white gouache and a 3/0 Princeton heritage round detail brush. I no longer recommend gel pens (one too many blobs, skips and fixed line width). Any pro grade PW6 Titanium White gouache will do + watercolor can be mixed with it to tint your highlights.
M Graham has a lovely white gouache that does not crack in the dry pan as badly as other brands, but Schmincke Horadam's pro gouache is a close second with superb quality.

Air blower - While technically a straw would work for moving wet pools of paint to achieve splatter effects, I do not recommend using a straw to blow air through with your mouth. Most watercolors even less toxic ones, have ingredients that aren't healthy to accidentally ingest + blowing takes a lot of lung power. Instead try camera lens forced air cleaner tools, dust cleaner air tool, or even canned air sold for cleaning keyboards (caution, has a liquid propellant so could get messy).
