OK, here's the basics of the fight. We know you can't null/repel etc with personas, but accessories are fine, so use the boots that prevent dark insta-death. I like the Divine Pillar (accept request to defeat Reaper to get it) for Firm Stance (less damage from all attacks but you cannot dodge). You cannot rely on homunculus items to save you IF you have a persona with endure, the endure takes priority over a homunculus being used (if you want to use homunculus items, put endure on separate personas). Counter is not allowed anymore too. Keep reading for my strategy.
The first step is to get a calculator and know that she starts at 20,000 HP. When she reaches 13,000 she has a line of dialog, at this point you need to quickly get her under 10,000 otherwise she megidolaon spams after a few turns. So the trick is to get her as close to 13,000 HP as possible, like 13,100. Then you need to use the most powerful attack you can, in this case it's her with Debilitate, you with Heat Riser, Concentrate and you unleash your most powerful spell. The goal after getting to 13,100 HP or so is to get her to under 10,000 as quickly as possible.
There's a trick, although it says she's neutral to elements I suspect that certain personas of hers take more damage to the opposite element. So I use fire on Jack Frost, but you could've also done ice on Surt, Wind on Thor, or Thunder on Chu. This is why I often waste time defending, I just need to waste time until she brings out Jack Frost in my case. I think you have 50 cycles in total to defeat her before she spams Megidolaon too but it's very generous, I probably took 15-20 cycles to defeat her.
When you do this hopefully you get under 10,000 but if not you still have time and you should be close. After you trigger the dialog line, she will use Pixie with Megidolaon once, you need to equip a persona with Endure and another with Enduring Soul. You need one of each of these and they're counted separately, the other is for later. So I switch to a dummy pixie I made with Enduring Soul to take the hit. I'll need to use another persona who can deal damage with Endure later.
Now you need to get her under 10,000 HP as quickly as possible. I think you have 2 or 3 turns. She will use Charge, Thor's punch, etc, try to concentrate and debuff her. You can use your navigator's special move and she might buff you but it's random. Try to unleash a powerful move (I do it at the last possible second in this video, if I waited another turn she would've Megidolaon spammed me), and if you get her under 10,000 you'll get another line of dialog and she will heal up, this means you're safe.
It's the final phase, you reset your calculator back to 20,000 and keep an eye out. The plan is to get her to under 10,000 HP, but we need to be careful. When you get her below 10K she will unleash a megidolaon spam again. So get her to as close as 10,000 HP as possible, I get her to about 10,500. Then you use a damage dealing persona with Endure to knock her down below 10,000 HP, it doesn't have to be a good damage dealer, I used my buffer/debuffer persona to just chip away. She then megidolaon spams, and Endure saves me. Now she has under 9999 HP, so you can just use Armageddon to finish the battle!
Preparations? When building a persona, you need the highest tier of an elemental spell and the amps/boosts to power it up, there's new passives in this game too. You need to do all social links and all link episodes to unlock key items to be able to fuse all personas, then you can fuse the ultimate persona Orpheus Telos. He's the best persona that follows the rules of this boss fight - he resists everything without null/repel/absorb etc.
You could use the SP saving passive to half the cost of spells but it depends on if you have a lot of consumables, I have tons. If you have the boots to resist insta-kill then use them, I think Tanaka sold them, hopefully you bought them! Pillar is from defeating Reaper quest. Otherwise build the other powerful equipment from the antique shop, so you need to prepare while you have access to the city before entering Tartarus on 1/31!
You also need a buffer/debuffer persona with Debilitate and Heat Riser. I put resists on Chi You but you can't cover everything. He's one of the only high-level personas who doesn't have null/repel etc. He can have Endure or Enduring Soul too and a spell to deal some damage too, I used Endure. And I used a dummy Pixie with the other version of the passive, Enduring Soul.
My only surprise was from random criticals Elizabeth dealt and also the Charged Thor with his physical move when you get Elizabeth under 13,000 HP, Chi-You cannot tank that lol so maybe have just a single debuff/buff item or two.
