Can you explain why velocity change is neglected in throttling but it is not in nozzles and diffusers?

Because of the velocity change you can try with yourself if the velocity change is not very high there is no big effect on answer, when you include the problem delta V answer change just a little bit. But for nozzles and diffusers the velocity change is huge

With a constant duct area as in the case of a throttling device, the velocity changes are of essentially of the same magnitude and inconsequential...However, for nozzles and diffusers, the area differential at the device 'entrance' and 'exit' is geometric (several orders) and hence the velocity changes are substantial and cannot be discounted.

No. Pressure drops as it moves through the restriction, due to the flow resistance which causes the fluid to decelerate and lose pressure. Thus Pe < Pi.
