I was a catcher for 13 years. I never even started giving signs until that batter at least had two hands on the bat and was in the box. The catcher has some responsibility to keep control of the pitcher in situations like this.

So, you let the batters control the pace of the game? I was also a catcher for about 12 years and into the collegiate level. I think this quick pitch stuff is bush league but you also can’t allow the batter all the time he pleases. Most quality pitchers at higher levels control the tempo of the game at a reasonable pace.

@@jamesong.a.7695 I think my comment is a sweet spot between your two viewpoints. The pitcher and catcher control the tempo, but they have an obligation to the batter and to the game: If you wana try to get an edge by quick pitching, adjust the speed of your delivery, not the start timing of your delivery. The rules state the batter is entitled to a reasonable amount of time to get set. If a batter has an unusually long setup, press him a little. Otherwise don't be a jerk.

As a catcher I agree for some of that. Not calling you off, because you have wayyy more experience than I have. But when a batter had a goofy ass whole routine for every pitch, I’m not gonna wait for him. I’m gonna let my pitcher work the zone while some idiot is “signaling time” every single time he holds the bat up.

As soon as the umpire gave me the play signal, I called the pitch regardless of what the batter is doing. If the batter stepped into the box, with his hand at the umpire, I give him that. If he steps in and starts digging a hole, playing with his jersey or whatever else and doesn’t have his hand up to the umpire, my pitcher is throwing. Also was a catcher up through the collegiate level.

Kudos to the catcher in the last clip. Understood what was going on and took the steps he needed to to keep his pitcher in the right state of mind. He didn't get frustrated, like he could have, at the batter taking longer than the norm, but rather focused on what he could control and got the job done.

Yeah, these guys at the Little League World Series have worked their little butts off for the past two summers to get there. You don't make it to the LLWS of you don't know what you're doing, and can't keep your cool. Even then, it's hard for an 11 or 12 year old to keep their emotions in check. This is a MUCH higher level of play than State tournaments in High School ball. It's two levels higher, in fact. They not only won states, but they also won regionals to get here. Literally an entire summer of playing and obsessing with baseball. I grew up in Williamsport. Lived there most of my life. It's my hometown, and I've had the honor to meet some of these teams of kids over the years. Especially the summer when I was their age. They brought my team in to have a practice scrimmage with two teams in the summer of '95. We lost in regionals. Played out butts off all summer. And in regionals, we started losing steam. Blew our final two games after winning one. The guys who make it to the LLWS is at a whole other level. You can FEEL the intensity dripping from those fellas. They know what they're doing, and why. Not at all surprised the catcher noticed he had a job to do with controlling his pitcher, and how to do it. Likely, it was an issue in an earlier tournament. Like in regionals or states. Maybe earlier than that.

I was taught play to the rule: all these head games are totally fair ball. I liked watching the catcher: if I could convince them I knew their code it would often rattle the pitcher. I was never smart enough to actually crack the code, (and they probably changed it a soon as I looked away anyways), but it messed with their strategy. I miss the head games: company slow pitch just isn't the same...

As a pitcher growing up, I absolutely hated pitchers who did shit like this. I always waited for the batter to be set before even thinking about starting my motion. If the batter took what I thought was too long, then I would step off and make him go through all the bullshit again. It wouldn't take long for the batters to realize they either needed to speed up a little, or be forced to do all their bullshit over and over. I actually had one umpire start to get mad at me once for stepping off multiple times on one batter and my response shut him and the batter up real quick. "So he can take all day but I am the one you yell at?"

I always found it a simpler solution to call time when a quick pitch started, then tell the pitcher, "Make sure all three of us are ready", obviously referring to the catcher and myself, as well. It gets the point across without having to invoke the quick pitch penalty, but more importantly almost always stops that potentially dangerous pitch from being thrown

I always hated when someone went digging for gold in the box practically ruining it for other hitters. If you need to be THAT dug in, then that is usually an indicator of bad mechanics.

Never did dig a hole. Hated the kids that did though. I had friends that used to hate my set up. I'd cross the plate with my bat for plate coverage and then take three slow practice swings and be set. It wasn't snail speed but it some didn't like it. I grew out of it. They didn't quick pitch me though. Probably because at the time I was the best basestealer in the league and you really didn't want me on base. Constant green light, smart and very fast. The kid that tried to do everything the way the pros would teach it. Made for an advanced level base runner.

I used to be a catcher and am glad you hit on that point at the end. The catcher has a great deal to do with the pace of the pitcher. I never gave signs until the batter was set.

Absolutely Correct. Just because a batter requests time does not mean it has been Given or Granted. In that situation the batter needs to do 4 important things. 1, he needs to make sure the umpire is acknowledging his request for time, 2nd, he needs to listen for the umpires vocal command of time out or play ball and he needs to make eye contact with the umpire to make sure that he has been granted timeout. The last thing that a batter needs to do when requesting time is to always be ready for the pitch if time is not given. Words of advice to anyone who’s playing little league, seriously are ya asking for time because you see the pros doing it or are you doing it because your coach told you to get into the pitchers head by doing what rarely needs to happen when you approach the plate. Cmon seriously? ❌

This is one of the rules that slowpitch does better. The ump starts counting once the previous play is done. If the batter isn't ready after I think a 5 or 10 count it is a strike and if the batter is ready but the pitcher doesn't pitch in the same time frame then it is a ball.

and holding your back hand (time) up to the ump for a long period of time like your Derek jeter should be an automatic strike. Hell, just raising your hand asking even for a little bit of time is one of the most annoying motions in all of baseball. Just get ready for the damn ball already.

Pro baseball (especially batting) is kinda almost impossible scientifically speaking and basically, if u find something that “works” you’re gonna keep doing it

I understand the reason (or at least one of the reasons) for this rule , to protect the batter from being hit by the pitch before he is looking and can protect himself. What I am seeing is batters who want to take their sweet time getting ready. When that is happening, if I am the pitcher I just stand there and wait for the umpire to tell me to pitch. Either that or ask permission before every single pitch. The pitcher should have just as much right as the batter to control the tempo of the game. All of this stepping out of the box to prepare for each pitch ruins the game.

Agreed. The Oregon , Rhode Island game, that batter was being ridiculous.it should go both ways. If a pitcher can’t quick pitch then a batter should not have allowed to twirl the bat 39 times before every pitch.

Think about hitting and going into the batter’s box like setting up for a golf shot, you have a routine you follow and these people also have their own routines. Most people set up in a certain way and this rhythm helps them. If you don’t set up in a certain way, it messes with your brain and then you probably don’t end up doing as well, unless you get lucky. These people are just setting up how they normally do.

@@2010OEFvet It does go both ways. What recourse does the batter have if a pitcher works SLOWER than him? Does he get to force the pitcher to speed it up? The Ump can, but the batter can't. So if the batter needs a bit more time, the ump can say speed it up, but the pitcher doesn't get to decide by throwing before he looks up.

Good analysis. Good solution. Was a college pitcher many moons ago. You're just playing catch with your catcher if he is solid. I let mine set the pace and work the hitters.

I like the following comment from the MLB rulebook "Rule 6.02(a)(5) Comment: A quick pitch is an illegal pitch. Umpires will judge a quick pitch as one delivered before the batter is reasonably set in the batter’s box. With runners on base the penalty is a balk; with no runners on base, it is a ball. The quick pitch is dangerous and should not be permitted." That last sentence is the key for me. This is a safety rule. A batter who is not reasonably set and ready for a pitch is at risk of getting hit and being seriously injured. I find it useful to run by the rule with the umpire when the other team tries this, and to just remind the umpire that it is his/her responsibility to protect the players from injury by making sure that the pitcher is not pitching a ball before the batter is ready. It's kind of the same reasoning behind your last video about kids throwing bats. It's up to the umpire to ensure the players are protected from dangerous play.

4:20 - no, sorry, I'm not letting the batter get in the box with a live ball and twirl the bat around with his hand in my face. he wants to twirl the bat around, he can do that with one foot out of the box. step in and be ready. I had a whole LL major team once where every single batter did that on every pitch. I reminded several batters to be ready when they step in, to no avail. eventually everyone got tired of it and the pitcher threw a pitch after the batter had been in the box for a good 5 seconds, still twirling the bat with his hand up. I called it a strike. it happened a couple more times, and there was a quick argument with one of the base coaches between innings wherein he assured me I was required to stop the pitcher from pitching as long as the batter had his hand up, and I assured him that was not going to happen. lo and behold, after that *none* of the batters needed to twirl the bat around for 5-10 seconds before every pitch. the rest of the game went much more quickly and smoothly. to every umpire who had that team after that day, you're welcome

I am not an umpire so I am not sure how the rules of the game are written but it seems that if the batter is in the box and facing the pitcher, he is engaged whether he is twirling his bat or not. The rules appear to be written so the batter is not unprepared for a pitch which is not a danger in that situation.

The way I see it is if the batter hasn't even lifted his bat to a ready position if you windup then that should be a no pitch. It's not just a what's fair but also safety as someone shouldn't be blindsided by a bad pitch.

Generally speaking, as a batter, take your time and get set correctly for you. As a pitcher, be ready to pitch as soon as the ump is set. If time isn’t called, pitch away.

In that last clip of the LL game, that’s all on the batter. Get in the box and be ready to hit. The pitcher has no obligation to suffer your bat twirling, and showboating. The ump should have called the pitchers and if the batting team complained, told them to get in the damn box and hit.

Actually, what matters isn't what the batter is doing while in the box, it's whether or not the umpire has signaled the go ahead to start the play, until then, it's still a dead ball situation. I recall seeing something in a LLWS game from 2018, the home plate umpire called time after signaling the pitcher to begin his play, because the 1st base umpire was talking to the 1st base coach, so his attention was distracted and could have resulted in an incorrect finding if the batter had checked his swing. This is also important to teach young players, because the umpire actually pointed at himself as he was talking to the pitcher regarding the "quick pitch," in which he was telling the pitcher what mattered was his instruction to begin, not what whether or not the batter had engaged play. Technically, quick pitches in LL should be called as balks, especially since LL does not allow lead-offs by those on plate. Not being allowed to leave the base until the ball reaches the plate eliminates any fear of a running trying to steal any base, let alone home plate. Great video as always, bro. I don't know how I missed this before. I miss being an umpire.

As an umpire I always held my hand up as to not allow the pitcher to pitch. If he did I just pointed at my hand still up and let him know you don’t pitch until everyone is ready. It’s also for safety reasons. I ejected a pitcher that quick pitched and nailed the kid in the helmet bc he wasn’t ready. He’s been doing QP all game and I told him to wait but he didn’t.

I always liked messing with hitters' timing by working fast but maybe once or twice an at-bat I'd pause for as long as I thought I could go before the batter called time. If I felt like they were getting a rhythm on me I'd also slow down my actual pitching motion a little bit like if they were starting their load as my front leg came down I'd pause a split second longer than usual with my leg raised.

What the pitcher needs to do is out wait the batter. If the batter wants to takes a long time to get ready then the pitcher should take even longer time to get ready to pitch wait until the batter steps out of the box and then start to pitch.

I've seen this happen a lot and the last kid was trying to imitate some major leaguer by putting his hand up while getting in the box and moving his bat around and staring at the pitcher. I hate it when a kid does that. As the announcer said, just because a batter puts his hand up to call time, doesn't mean the umpire has to give it. This kid went to far with it. I would call time, talk to the batter and tell him to get in the box and get ready. Let all three of them know, when I have my hand up, that's time out, and when I put it down I will say, "Pitch!" and everyone needs to be ready then for the pitch.

The batter had his hand up the whole time right in front of the umpires face. He wasnt taking an unreasonable amount of time to get ready especially with runners on base and getting a coachs sign. On the other hand the college player was taking his sweet time walking around outside the box and then getting ready inside the box. He should have been allowed time to get ready, but the umpire needs to keep him in the box and ready more quickly. The unnecessary delaying for getting ready for pitches goes from mlb all the way to little league.

In fact, STOP asking for timeouts for NO reason. The stupid kid would actually be READY if he would put his hand down and place it on the bat.

As a batter, if I see the pitcher trying to do a quick pitch, I keep a foot outside the box until I'm ready. It's a pain, but can disrupt the pattern. As a catcher, I do what the video recommends and wait to put the signals down. I rarely pitched, so I don't have an opinion on that. :P

I was the opposite when i pitched. I liked to stare the batter down. Pitching is very mental there's an art form to it. I was always trying to get into the batters head.

As a position player that doesn't work in my opinion. Half the time we were too busy trying to focus on your motion to actually look at you as a person. I personally always stared at the hips and once they started to rotate I'd stare at the arm, but almost never would I look a pitcher in the face. Just never crossed my mind.too busy trying to learn your cadence and timing your pitches for getting psyched out. Though a little gamesmanship probably works occasionally rattling somebody enough to lose focus. What will rattle a batter is changing velocities dramatically and making them lose their timing which will definitely blast their confidence. Making somebody miss 1 or 2 times an at bat is definitely frustrating and fucked me up in quite a few situations. Get mad- make poor choices go hand in hand.

or, you could just play the game with an acceptable amount of sportsmanship, using whatever level of physical skills and coaching you had been provided... i think most baseball people would agree that pitching is far more physical than mental. i don't recall seeing very many rhodes scholars on the mound...

Waiting while every batter pulls at his uniform, scratches his balls, and spits is one reason it now takes over 3 hours to play a MLB game. There is no need for a batter to leave the batter's box after every pitch just as there is no need for a pitcher to leave the mound between pitches. There is way too much dead time in Baseball. A pitch clock would also be a good idea.

If the umpire doesn't grant the batter a "time-out" at the very least by the time the ball leaves the pitcher's fingertips, then the batter either better be ready to hit, duck or get an uncontested strike or ball call. I can understand the somewhat rare of circumstances when a "time-out" needs to be called. But that's at the judgement of the umpire - NOT the batter (or pitcher). Either get yourself fully ready before you enter the box or don't play baseball again. If it takes you long enough to get ready, then perhaps you're not a baseball player. Decades of baseball players have not needed so much time prior to batting - especially if players taking that much time aren't even hitting that well to begin with.

as with most situations in baseball, there is responsibility here on the part of both offense (batter) and defense (pitcher and catcher). hopefully all of the parties involved have been well-coached in both the strategy aspects as well as sportsmanship. if they have, this becomes a non-issue. if there is a lack of either factor by any of the parties involved, then the plate umpire must become involved at the appropriate time (hopefully sooner rather than later) and at the appropriate level. balance is always the key.

On that last one, I would argue that, if you are looking at the pitcher and swinging your bat around, you are set enough. To my mind, the purpose of the rule is to avoid instances where the batter isn't aware a pitch is coming. So, if you are looking at the pitcher before they start to wind up, you are as set as is necessary. You shouldn't be able to prevent the pitcher from throwing a pitch just so you can swing your bat around.

As a ball player I never put my hand up and assume time. If I need to call time( which I so rarely do I can’t even remember the last time) I don’t take my hand off the bat. I’ll just ask for it. There’s no need to go a step farther…while you’re doing some long and exaggerated motion, such as extending your arm and flipping the bat while in the box. The pitcher shouldn’t have to wait for the batter to settle in and go through all the goofy motions to throw a pitch.

The unofficial rules changed greatly since I learned to pitch in the 70's. Once a batter put both feet in the box, that was his signal he was ready to hit. You simply didn't move both feet into the batters box if you weren't ready. So, as a RH hitter, I would first place my right foot into box. With one foot out I would start to get into my stance as I brought my left foot into the box. Now you should be in your stance and ready to hit. The pitcher has NO obligation to wait for you +1, +2, +3 +n seconds after both feet are in the box to throw the ball. In fact, this entire unofficial rule of a hitter putting up a hand WHILE BOTH FEET ARE IN THE BOX!! is absurd. If you aren't ready to hit, you don't put up a hand, you keep one foot OUT of the box. So much of baseball has changed for the worse.

Note that this must be older video. LL has changed the rules to require the batter to keep at least keep one foot in the box (some exceptions exist). The batters have habits that slow down the game.

When I played Roy Hobbs, the national association of adult baseball ( I was 30 and over) we followed the rules of the NAtional Association of High School rules. One such rules is ' batter must keep at least one foot in the batters box at al times. Exceptions were if the batter were granted time out to use pine tar rag or other implement to grip the bat, change bats, or replace equipment, glove etc. If the batter does not get set in a reasonable amount time, the umpire may at their discretion announce "play ball" and the ball was live. The pitcher may deliver a pitch. Also, batters are not automatically granted time. Batter must ASK for time out . If the pither has come set or began his windup, time is not granted and the ball is deemed "live".

Through 0:56 to 0:59 you can see that the pitcher was already in his Wined up and the batter was ready to go in the batters box and the batter called time at the last minute because he was scared in my opinion

The pitcher waits for the sign, so if the catcher is giving it before the batter is set up then it is not on the pitcher.

Best way to stop this with a pitcher who works quickly is to hold one hand up, palm towards the pitcher, indicating to him to not pitch. When the batter is set the umpire should point at the pitcher. On the rare occasions when I had a pitcher actually pitch the ball with my hand up I simply stepped towards the box on the opposite side of the batter and said "no pitch".

The kid in the LL video is clearly ready for the pitch. He’s in the box, bat at the ready, and looking directly at and watching the pitcher. He signals for “time” after the pitcher starts his delivery. It’s clearly an blatant attempt to mess with the pitcher’s rhythm.
Look it up, 3 things must be in place in order for a legal pitch to be made. Pitcher must be on the rubber, catcher must be in the catcher's box, and the batter must have both feet in the box and on balance (which is a fancy way of saying ready to bat) and have both hands on the bat. It is the umpire's job to have time til these 3 things are met.

The first rules you state are true under rule 7.13. But no where in the rules does it say anything about "both hands on the bat." That phrase does not exist in the rules. The rules do say the pitcher may not pitch until, "the batter is reasonably set in the batter's box." Rule 8.05(e) This batter is NOT reasonably set. The pitcher starts his delivery before the batter is ready. It is unsafe for a pitcher to deliver the pitch when the batter is not looking at the pitcher and therefore this is one way to define "reasonably set." This is a "quick pitch" by rule and is to be a Ball to the batter.

I am an umpire, and although you understand the rule, have you ever worked a game when 15 year old steps out every pitch and the pitch intervals are about 45/60 seconds? there are also hurry up / pace of play rules. This routine by offense is whats making the game un watchable

I have umpired and I have had a batter like that, and in that case I'm going to make him hurry up and NOT stop the pitcher. In this video all of the pitchers were totally unaware of the batter (which is probably a good pitching mentality) BUT, the batter should have a reasonable time to get ready too. So. the fix is the catcher knowing his pitcher and waiting to give signs. I just did a 10U high level tournament (if there is such a thing) and a couple catchers in that tournament did just that. They waited for the batter before giving the sign. They also always made sure the batter wasn't peeking in on the sign. If I did a video on slow batters, I'd get complaints the other way. This video is meant to point out that just having two feet in the box does NOT mean the pitcher is free to pitch. The batter has to be reasonably set. The umpire should control this on both ends.

I remember playing Summer League ball and the other team had a kid that would take 5 mins to get ready in the box. He did the whole "hand up" thing and the second time he came up to bat his coach told our pitcher that if he did it again to just go ahead and throw the ball. You could tell the kid go butt-hurt. But he didn't do that shit again the rest of the game.

I almost never grant time just to get in the box. They get enough time to "reasonably set" without asking for it and I'm not giving anyone 30 seconds between pitches.

the answer is yes and no ... the ump uses both feet as a sign of readiness and calls play ... BUT if the players is taking their sweet time the ump can call play and then the batter has a moderate time to step up or the pitcher is signaled to pitch by the ump ... this is done when the ump crouches behind the catcher ... if you aint ready it will be coming and every pitch will be a strike ... it is how they avoid delay of game calls

in little league non playoff games a pitcher is usually warned with a no pitch for the first one ... as it is a rule few know ... after that they call em balls ... same with balks at the start of season ... most umps wont call the first one ... they will stop the game and explain it to the pitcher so they learn ... then call them after that ... part of the umpires job in little league is to TEACH the rules to players ... it is literally one of the first things in the umpires handbook for little league the other part is the umpire is supposed to set himself for the pitch when it has been a reasonable time for the batter .. once he does ... the batters location doesnt matter ... when the umps ready the batter better be ready too its that simple.

you realize, of course, that a request for time MUST BE VERBAL. a raised hand is NOT a request for time in any rule book. i have always told batters who do this that i'm assuming you are waving to your mom or girlfriend, so don't do it again. get ready, i'll give you sufficient time, and let's play ball, shall we?

If every batter didn't enter the box thinking they were in the show, with their trailing arm up for time all the time, maybe they would be ready to hit. Also, Little League implemented a rule to keep a foot in the box at all times (around 2017-18), so that should alleviate the things seen in these clips.

The biggest complaint people have about watching baseball is how slow and dull it is. There is no reason for a batter to step out after each pitch to spit, look at his bat, adjust his gloves then step partially back into the box and dig a hole with his back foot, then twirl the bat around and finally be ready for the pitch! I’m all for the quick pitch. Get on with it already!

The problem of course is that nothing is truly set in stone. It is left up to the umpire to make a judgement call in each situation. Sometimes the pitcher is pitching way too fast and really not giving the batter time to set. Sometimes the batter is asking for a full minute just to get set. Far more than they really need. The full minute is of course not literal, so calm down internet warriors.

This is the responsibility of neither the pitcher nor the catcher, but rather the UMPIRE has the job of starting and stopping play. He should be the one telling the catcher when to begin the pitch and the pitcher shouldn't be throwing a pitch until he gets the sign from the catcher. The umpire should also be telling the hitter to get in the box and hit or calling pitches strikes if the hitter refuses. Little league is where the whole slow pace-of-play thing gets started. This example wasn't a quick pitch at all, but simply a catcher giving a sign and the pitcher throwing the pitch. The umpire controls the pace of the game, he needs to do his job.

Let's be real, that batters setup is unnecessarily long. He holds the bat out for about a second, then spins it around in one hand twice, then holds it out another second or two. This batter had it coming in my opinion. Sure, setup your stance and grip, but at some point it is just a delay tactic and needs to be called.

No, that kid was in the box, reasonably set, and had eyes on the pitcher. Ump and catcher were set. If he wants to twirl his bat around for 10 more seconds, that's on him. People need to change their definition of "reasonably set"; otherwise it just encourages slow pace of play for a game that's already slow.

But then he sees the pitcher pitching and then decides to throw his hand up when the ball is basically already coming, how tf does this make any sense? I mean, if he wanted time to get set and all , maybe he should’ve had his hand up while getting in the box.

Being that the rule is what it is, I would like to see it changed to if a batter has both feet it the box then they should be immediately ready for a pitch. When i played I always stepped in with one foot and dug in then once I was ready i stepped in with my other foot. I was completely ready for a pitch at that point. The time these batters take in their stupid rituals is ridiculous.

I was just 2B (3B, SS and ended at 2B), i think the batter should have a 7s max of time to set IN the box, otherwise go out of the box, i never had this type of problem

The batter does not control the tempo of the pitcher unless he asks for time and it is granted by the umpire. The college hitter steps into the box and holds his bat out in front for and inordinate amount of time. At 1:12 he motions to the ump for time he didn't get it. After the call he puts the bat out front puts his hand his helmet while in the box looking at the pitcher. Instead he should get in the box and bring the bat to the set position as he turn to look to the pitcher. He is actually is set with the bat out in front of his body. The umpire made the wrong call. Once the hitter looks at the pitcher the pitcher can pitch. The quick pitch rule is for safety. If the hitter is in the box and not looking at you he can't react to a bad pitch.

I agree with your premise. The problem with 1:12 is that the pitcher, Singer, was already in the process of pitching before he looked up. He looked at the pitcher and put his hand up because he saw that the pitcher had already started his delivery. Had he not started until the batter looked, then you're right and the umpire wouldn't have stopped him. And it's not that Singer was necessarily trying to mess with the batter. I think he's just one of those pitchers that will get the pitch sign and pitch and blocks out the batter. I don't think he had any idea if the batter was set or not. With this type of pitcher, the catcher needs to take charge of the timing. That Florida catcher did do that, he just messed this particular pitch up by giving the sign too early.

Technically if the batter is in the batters box then you can pitch the ball if the batter does not have there hand up while getting in the box the the pitcher can pitch bc it’s not the pitchers fault that the batter is not paying attention. I play softball and that happens all the time

The proper application of the rule is that if the batter has both feet in the box and is looking at the pitcher then the pitch should be allowed. There is a fine line between protecting the batter and holding up the pitcher. If the batter is in the box and is clearly looking at the pitcher it is his responsibility to get the rest of his body set not the pitchers to wait for the batter to get his bat up and set and all the idiotic things batters do when they bat. The example of the college world series was funny because after the pitch and the strike call the umpire allows the batter to leave the box without calling time which is against the rules and his issue the previous pitch is probably because he isn't keeping the batter when required by rule to do so. I think the little league umpire in the first example should have allowed the pitch because it looks to me like the batter had both feet in the box and was looking at the pitcher he was just lazy and didn't get ready to hit as soon as he stepped in the box as all levels of baseball rules require. There is nothing at all wrong or illegal for pitchers to work fast and batters are by far the ones who violate the rules by continually calling time or stepping out the box and doing other things in an attempt to slow the pitcher down. Umpires need to stay neutral in this gamesmanship and require both sides to play within the rules of the game. Just because a batter doesn't have his bat up completely ready to hit doesn't mean the pitcher can't pitch and there is nothing dirty about it either. The bottom line is the batter needs to ready to hit when he steps in the box and not delay the game or the pitcher in any way.

I would agree with you 100%. On the Little League one, the only thing that probably doesn't show well in the clip, is that the pitcher was half way through his pitching motion before the batter looked up. That's why the batter looked so startled and stepped back. For stepping out of the box during the pitch, this is against the rules for High School. I don't think it is for NCAA, but not 100% sure on that. If my memory serves me, only High School gives an automatic strike on a batter for leaving the batter's box after the pitcher started his motion. (Anyone can feel free to correct me on that point.)

And my whole thing is, especially from the angle behind the pitcher, I mean it seems the guy was in the box looking up before the guy threw it, and then somehow he "wasn’t ready"? To me it seems dude was actually set and ready so I don’t see the big deal with the first Little League one. And it’s the pitchers fault that dude gets in the box and decides to keep staring at the ground, I don’t see how this happens tbh.

my kid asked for timeout 3 x as the pitcher was not waiting for him to get ready and the UMP just sat there and called him out on strikes. He called time clearly as soon as he got in the box and realized the pitcher was already pitching.. I have clear video - its so bad how the umpire just didnt know what he was doing. Championship game too...

Once the batter has both feet in the box and the ump is ready for play, assuming the batter isn’t asking for time and being granted it by the ump, then it’s time to go. The pitcher should control the pace of the game, within reason. This quick pitch stuff is bush league but you’re also not obligated to give the batter all the time he wants.

If the batter is in the box he looks at the pitcher even once, raises his bat behind whether he wants to do a check swing swing stomp his foot down whatever he wants to do he's already looked at the pitcher and put his bat up ready to hit a ball. that shows reasonably ready. just because they want to fart around doesn't matter, not ready to hit the ball don't get in the box

In the 2015vregional clip the batter was set, looking at the pitcher, then backs out and attempts to call time well after the pitcher released the ball.

Hard to see in the clip since the camera wasn't on the pitcher yet, but the pitcher started his motion before the batter looked up which startled the batter. Pitcher's are required to wait until the batter is reasonably set. Not even looking toward the pitcher yet isn't reasonably set.
