Almost ten years after the publication of the European Security Strategy in 2003, Prof. Biscop has argued that it has lost momentum. Indeed, a cohort of academics and Member States, led by Sweden, have called for a major revision. In his address to the IIEA, Prof. Biscop will argue that a real strategic debate is urgently needed at EU level and that a grand strategy should emerge with a positive agenda on what the EU aims to achieve in the world.
About the Speaker:
Prof. Biscop is Director of the 'Europe in the World Programme' at Egmont -- the Royal Institute for International Relations in Brussels. Since 2007, he has been Visiting Professor at the College of Europe in Bruges and he has published widely on EU foreign, security and defence policy, most recently co-authoring 'Europe, Strategy and Armed Forces -- The Making of a Distinctive Power'.
