Keirin bikes have to meet standards approved by the Japanese Keirin Association (known in America as NJS), to ensure that no rider has an advantage due to equipment. The NJS standard is very specific about the equipment used, down to who can even manufacturer it (and they notoriously favor Japanese companies).

the rules provide this. in order to give same chances to everyone all riders have to use the same material. there was a german rider called michael hübner who was invited to japanese keirin. he wanted to use his own handlebar but they denied it. Hübner was a fucking huge guy and he told them no way your handlebar is going to hold and he wanted to use his own super strong tailor made handlebar. they said no and he just crushed the japanese bar with his hands. then they allowed him to use his:D
