1:40:33 FSD arrives at the limit line almost simultaneously with car#2 to its left. Like 99.99% of humans, this driver does not stop at the limit line and continue to creep past the limit line before making a complete stop. FSD should have right of way here based on the car on your right has right of way rule. 1:40:34 FSD clearly is first to make the mandatory NHTSA stop.
