You can create a good looking water surface shader with a simple node setup.
Basically, you have to add a "bump" node and create some noise textures which defines the bumpiness distribution.
This is a technique that is fast and also works in Eevee.
Note: to get an even more realistic surface, you can use the "material displacement", but this will be the subject of another tutorial.
