This has great pros vs using parallax mapping like better lightning, actual 3D looking assets and even animations inside. The issue for me is that you would need a lot of real interiors so it doesn't look repetitive. This would work fine for a close up for a building but if you want to do something like this for an entire city that would take too much. Maybe a mix of both would work best.

This is great. Did you model the windows ontop of the portal node set up, or are the window in the skyscaper being portal-ed over to the skyscraper?

I don't see the benefit of this vs parallax occlusion. You still have to have the geometry in the scene? If that portal can call an external blend file, that would be a game changer.

I don't know much about parallax occlusion mapping, but it's my understanding that it's not real geo. Whereas with this, you have real geometry (albeit elsewhere in the scene) where lights, objects, and characters can be animated to interact with each other in real time. I also think the Ray Portal node is designed for way more creative applications than I'm doing here. Also yeah, if we can get it to a point to reference other files, that would be HUGE! I'm sure someone smarter than me will find a way to get something like that going. The blender community is full of a bunch of wizards.

Oof, I doubt it. Blender shader nodes don't transfer into other programs. Although, I bet there are specific tutorials or techniques on how to achieve a similar effect using UE's tools
