A lot of people think that is Candy Duffer - there are some physical similarities - but in reality that is Katja Rieckermann, who was the female saxophone player in Rod's Band from late 2001 to late 2015. If you watch the video on YT of this whole show or the short video from this show of the song "Having a Party", Rod congratulates her saxophone playing by calling her out by name at the end of the song, which he does on several other concert videos as well.

Hard to tell, but googling its definition means "Hail to Victory", and as anyone knows, Rod is a World War 2 historian and a Scottish-English Patriot, which is why he features film of the Allied Evacuation of Dunkirk in 1940 and the Allied Invasion of Europe in 1944 when he sings "Rythym of My Heart" in most of his concerts. Rod also goofs around a bit on and off stage, sometimes arrogantly (such as that parody of a beheading video he did in Abu Dhabi in 2017, which he later said was a parody of Game of Thrones). So if he did say what you claim - I am uncertain - certainly he was joking, it may have been a "tongue in cheek" signal to one of the band members.
