Lucas Gorham it's actually from the Rover Group, the car being tested is from 1996, Rover was developing the car in conjunction with BMW at this time

run the plates through the DVLA website, comes up as a Rover.

And that in and of itself is a very complicated story. Rover weren't doing so great, in 1994, Rover was bought by BMW. BMW invested some money in R&D to 'save the Rover brand', and at Rover were developing a Mini replacement throughout the 90s, in the end BMW gave the styling to its own design department rather that Rover's but Rover would build the new cars at a new production plant to be constructed at Longbridge - with teams from both Rover Group and BMW working together on the project (and the Rover 75). Anyway Rover was sold by BMW to the Phoenix consortium who basically fucked it and led to its bankruptcy, but BMW asset stripped Rover Group before they went taking the Mini marque and the new mini designs with them, along with the powertrain and body assembly for the new Mini. All of the prototype and press cars were registered as Rovers (be it Rover, or Rover Mini), and the glass even branded as Rover glass. But the production cars were all BMW. It's a shame Rover couldn't get their act together, the R75 being a modern classic imho. If they'd made that work, and got the Mini out sooner (1998/9) maybe they'd have managed to save the doomed company and BMW would have kept them, and 14000 people could've kept their jobs!.
