STORYLINE
Many Soviet bloc regional capitals suffered under Moscow's rule, but Tallinn's 'Old Town' was selected as a model of preservation. The Soviet authorities kept development in the Estonian capital's ancient centre under strict control, apparently in an attempt to use it as a global showcase of what communism could achieve. Since Estonia's independence, the bastion town has become a UNESCO World Heritage site. But old buildings just outside the Old Town walls aren't so lucky. Like many cities of the former Soviet Bloc, Tallinn is undergoing radical change and officials admit they are powerless to stop developers who break heritage laws.
