I read an article that a GE nuclear engineer warned Hitachi that designed and built the plant to not locate the backup power units at ground level was ignored in the 1960's when it was built.

This is new to me, magnitude ratings for meltdowns. What is the magnitude being described? And what is it being compared to ?

The unit he talked about, the becquerel (Bq) is a very, very rudimentary measurement of radioactive activity. It's not specific to meltdowns, it's just a very general way to describe a quantity of radioactive stuff, but it doesn't really tell you anything super useful about that stuff. I hope this makes some sense.

@@JohnnyWishbone85 the bequerel is a measure of the damage to a human or living organisms. It is a huge reduction of the total number of atoms, being based on the number of atoms decaying each second, releasing particles like bullets at nearly the speed of light! One bequerel means that one atom is decaying each and every second, in each liter or kilogram of food or liquid. It is dependant on the rate of decay of the atom, ( halflife) takes TEN HALF-LIVES to decay away completely); and the total number of atoms present in the food. To have one bequerel of radiation, you need a supply of atoms decaying each second, a near endless supply, millions of atoms!!!

The designers, builders, and owners should ALL be in prison for the multiple huge mistakes they all made. That power plant should never been built especially on the place it was. Once again money was the only important factor in building and operating this time bomb.

@@ashleylaw Not really. The fault is so close to the shore that it wouldn't produce a tsunami. The only real risk is tsunamis from further away, but all models and historical tsunami data show that an event higher than 10 meters is very unlikely. Diablo Canyon sits well above that. It's also built to withstand 7.5 earthquakes with horizontal motions of up to .75g. This is significantly higher than any earthquake the local fault is capable of producing, and is actually significantly more robust that Fukushima was. Fukushima survived a significantly stronger earthquake without damage.

Fukushima was not a time bomb. A series of events happened that all led to the issue that eventually became a danger. It is once again showing that continous risk reviews are neccessary and that emergency systems should be designed better. They already knew long ago that the generators were placed in a bad location but had not actioned the relocation - some indeed part to money/cost, but much more so all the approvals and planning that goes into it. Relocate the emergency systems while the plant is operating? - not safe in case its needed Relocate during shutdown? - maybe could cause a brownout Things in real world are not as easy as media and "common people" may think..
