Yes your are restricted in visibility but u must keep watch on radar and use all available means to identify risk of collision.

The answer would be yes and presumably you could use a rangefinder or the radar to measure that distance. It is a good question to consider when applying the rules particularly rul 19. Thanks again. Look forward to your next set released. So very handy.

Rule 3- General definitions- point L- The term "restricted visibility" means any condition in which visibility is restricted by fog, mist, falling snow, heavy rainstorms, sandstorms or any other similar causes.

And what about to define restricted visibility by when the visibility is less than the range of audibility of the appliances (ship whistle / horn) being used in restricted visibility? Depending of course of the area and the kind of ship likely to be encountered in this area.

apart from other comments, to which I agree, maybe the lights are burned out (no restricted visibility) - I don't have any experience, but I imagine that is difficult to change a mast light, for example (climb onto the mast etc) :) - great videos, I'm learning for my exams from these (besides reading the COLREG and such, these are really helpful)

Restricted visibility defers from each other company's SMS MANUAL. Mine dictates that if the visibility reduces to less than 6N.M. in open ocean then we consider it already a case of restricted visibility and should act accordingly

Yes if we can't see the lights in the prescribed visibility, we ll be in restricted visibility.
