I believe he said something like "I should have fucked her bloody and then ripped her heart before leaving her to that dwarf". I think it was actually an expression of guilt -- he hated Tyrion and the rest of the Lannisters. I believe Sandor was saying that leaving Sansa with them was so awful that even raping her and killing her would have been better fate for her than the one he left her to in King's Landing. He made other statements in his "deathbed" confessions to Arya about how he just stood there and watched Joffrey have her beaten. He felt guilty for not protecting her. He also saved her from rape during the riot in Flea Bottom when he could have ignored the attack on her (why save her from rape just to rape her later himself?). He can easily sound like a psychopath in the books, but I think GRRM does a clever job of disguising his true nature, which is that of a man who has empathy and wants to protect people. He's lived his whole life with truly evil people like the Lannisters and Gregor Clegane. He is thoroughly traumatized and disillusioned. After being with the Stark sisters, he engages in a redemption arc where he sets out to basically be a "true knight" after all lol. The Starks with their empathy and justice inspire him.

Sansa is 13 in season 1, 11 or 12 in the books. Can hardly blame a sheltered kid for believing in knights and princes. Only, most casual viewers wouldn't know how old she's meant to be, so the first impression they get is the visual of a really childish 15-year-old. That being said, early GOT Sophie Turner is good as far as child actors go. She improves, too! Before D&D run out of patience to coherently adapt the material they are given, she also has a great script to work with, and her scenes with Lena Headey are kind of magical to watch.
