I am not an architect or city planner, but if a "line" is a good city design, it would have been done ages ago. Look more like a vanity project more than anything else.

It is efficient because there’s only one direction of travel. Every service will be at certain increments along the line so the distance to anything will be minor. It also allows for temperature manipulation within the “walls”. You can see the outsides are mirrors for a reason. Transporting water, power and waste also becomes unidirectional which is efficient. A line can also be extended conceivably indefinitely into the desert. Everything needed from the ocean side can make it far into the desert by heading down the line, fast. Also imagine the potential for solar power generation in the desert like that. They’ll have desalination plants for limitless water, running off of solar power. I also could imagine the “roof” being able to be closed during sand storms or other unfavourable weather conditions. This would make the entire city indoors and protected from the elements. All this things would be much more difficult in any other shape of city.

Regular cities don't have freeways, roofs, room to grow, or multi-story buildings? Imagine a traffic jam in your stupid line. The whole city is at a standstill. We grow in three dimensions, you grow in a line.
