You've heard it before. Don't believe the hype!
I have three expensive Gore-Tex Jackets and a couple of "normal" affordable rain jackets. The Gore-Tex Jackets are several hundred dollars more expensive than your traditional rain wear.
I've tested the different rain gears for years and in my own humble opinion I don't see how the expensive Gore-Tex fabric perform better in summer rain?!
In my experience the opposite is true. Gore-tex is heavier, warmer and requires more maintenance. Not only is it 4 times as expensive but you also need to constantly re-apply expensive DWR treatment. (DWR is a chemical that repels the water)
If you are out on long trips the Gore fabric "wets out" easily and performs horrible. A "normal cheap" jacket will bead the water WITHOUT using DWR treatment and perform flawlessly over a multi-day backpacking trip.
In the Summer i keep just a t-shirt under a rain jacket. If I'm too physical active and its hot outside I'll soak inside and outside regardless what type of jacket i use, and end up taking the jacket off all together. I find Gore-Tex to perform no better here.
On the other hand, when it comes to winter Activities I would prefer a stronger fabric with better quality seams and zippers. In these severe conditions is where a high quality Gore-Tex jacket makes sense.
