Scuffing is done on paper only or we can check it after corrugation in 3 ply shippers. Test result varied in paper and after corrugation. What is correct method ?

Ideally if you are doing printing on the liner before pasting into a corrugated board, you should test the liner for scuff test. You can do a test on a corrugated board too but the problem is that the surface of the corrugated board will not be exactly flat. While testing a corrugated board you will find that the print very close to the fluting lines gets rubbed off but the area between the 2 flute lines will not get rubbed. I guess this is what is happening at your end. I am afraid there is no work around to this because the liner surface (after forming a corrugated board) will never be perfectly flat. To summarise, yes, do testing on Printed Paper. But if you are doing printing after corrugation / pasting, then you dont really have that option.
