I am part of a sea shanty group from Saint John New Brunswick called Before the Mast. I have been looking for this shanty with the line Dirty Dick from New Brunswick for some time. One of my singing mates found this and I am quite grateful as I having been wanting to add this to our repertoire for some time. On another note we hosted the first Sea Shanty festival in Eastern Canada this month called the Fundy Sea Shanty Festival in St. Martin’s,New Brunswick. It was sold out. We had Press Gang Mutiny, Blise Glacé, Chris Rickets from Portsmouth England, Yarmouth Shanty Men and our own group. It will be an annual event and one we hope to see grow and gain more attention as time moves on.

I’m no linguist by any means, but here’s my take on Hilo: Although “hee-lo” is likely the technically correct pronunciation, I like “hi-lo” better here. The change is consistent with your GVS theory; “hi-lo” and “hee-lo” are similar to “earl-ie” and “earl-ee.” Especially in the context of a halyard shanty, “hi-lo” makes more sense in my opinion. I think the sharper “hi” would better coincide with a haul than the smoother “hee.” Anyway, sailors aren’t exactly known for pronouncing things properly (Valipo Bay, for example). Phenomenal performance regardless!

Yeah, I agree that my preferred pronunciation "high-low" reflects my post-GVS bias. You could well imagine it being "hee-lo" in broad Scots, which is largely pre-GVS.
