if the guards did their job correctly, they would have given the tape to the police/copy of it to the police (other copy goes to the security company management). You would have (if the guards did their job correctly) would have given you the police names/badge numbers, the case number (if the cops did their job correctly) and should have told you that you would have had to speak to the police officer in charge of the incident. If they did not, than you should speak to the police and insurance. you might have had some sort of legal recourse against the security company if they did not do this.

It depends on the contract and the company providing them if it's a security company. Some companies prefer indeed to take the hands off approach, and some businesses that hire security companies to provide security will tell the security company that they don't want their guards to use force. However if both the security company and the business hiring them are fine with the guards using legal force, then it'll be up to the discretion of the guards if they want to or not. It's like that in Canada, but I don't know about how it is in other parts of the world.

Observe and report is so useless you might as well just install a camera. Shame to call yourself a guard at that point. (Proof = downtown edmonton "observe and report" does nothing at the LRT stations until after the fact, reactionary crime prevention is itself an oxymoron. Security are suppose to do their jobs and be tough enough to do it, while also knowing when to call for backup/police. Dont want to be a dick (because of the lack of info) but it seems this security guard did neither. This individual who is dead (rip) did not call for backup (or police) and went in solo, and died because of it. Not condoning the criminals actions but theres protocols, and they exist for a reason. If there arent these protocols the companies should be liable for the individuals death; as me, someone who isnt an expert, was able to come up with a solution in less than 5 minutes of critical thought.
