Not to defend them or their decision but in fairness it was at the height of the AIDS epidemic & at that point people were scared you could get aids just by touching people or things they’ve used, most AIDS patients back then were gay guys so it didn’t help the entire situation.

He essentially did early on his life. His parents got divorced, and his dad left assuming his mom would take care of him. The mom left soon after the dad did though, so Dahmer was alone for months. His alcoholism got worse, and that was when he first killed a dude. His dad did come back a few months later though. Then kicked him out.

If you watch "f is for family" one random kid side character is canonically Jeffery dahmer. He shows up a handful of times before its disclosed but then in the parade episode the kids first name is said and his father is a cop that goes as "officer Dahmer" they even drew the kid too look like him
