Typhoon Haiyan (locally known as Yolanda), the strongest typhoon to ever make landfall in the Philippines’ recorded history, swept across the Central Visayas region with wind speeds as high as 300 kilometres per hour. The typhoon damaged or destroyed more than 1.1 million homes and affected over 16 million people. More than 4 million were forced out of their homes.
The Shelter Cluster is a global mechanism for the coordination of international humanitarian response to disasters and crises. In the wake of the typhoon, the Government of the Philippines convened the Shelter Cluster to coordinate the far-reaching shelter response. The Shelter Cluster in the Philippines was led by the Government of Philippines’ Department of Social Welfare and Development and co-led by the IFRC. Key partners to come on board included the government, UN agencies, international and local NGOs, other civil society organizations, the Red Cross Red Crescent Movement, academia and donors.
The Shelter Cluster in the Philippines coordinated the Haiyan response with over 100 partners to provide emergency and transitional shelter and permanent housing. Together 69 partners provided emergency shelter to 570,000 households and 92 continue to support recovery initiatives. The Shelter Cluster in the Philippines has coordinated the response efforts of its partners to work more effectively and provide families with adequate, appropriate and safe shelter.
