No actually he got rewarded for it: William C. Rogers remained in command of the USS Vincennes until May 27, 1989. In 1990, President George H. W. Bush awarded him Legion of Merit decoration "for exceptionally meritorious conduct in the performance of outstanding service as commanding officer from April 1987 to May 1989." The award was given for his service as the Commanding Officer of the Vincennes, and the citation made no mention of the downing of Iran Air 655.(source: wiki)

I was on the ship as a stinger gunner when we shot them down. It was a terrible experience, as part of stinger group, I was on binoculars and coms to cic, and remember them calling out what the radar indicated, and it matched up with initial reports, and justified our shoot. But after seeing this, makes me question how they could have gotten this so wrong. This is the first time. I seen this evidence. Makes me very sad

The Captain should have been sent to prison for life, for what he had done. Instead, USA gave him a medal. Nothing can justify what they did that day, it was no accident, it was poor judgment and bad use of data available. And the reckless captain contributed to it all.

However, it was later noted that investigators failed to interview others near the Vincennes-notably the commander of the USS Sides, some of whose personnel had identified the aircraft as a commercial plane-as well as the surface warfare commander who had ordered Rogers to change course several hours before the incident. In addition, the report’s statement that the Vincennes was in international waters was later acknowledged as incorrect; the cruiser was in Iranian waters. U.S. officials reported that the Iranian airliner had been rapidly descending and was headed toward the Vincennes. In addition, it was stated that Iran Air flight 655 was not within its normal route. However, a U.S. Navy report on July 28, 1988-released to the public in redacted form on August 19-refuted these claims. It concluded that the Iranian aircraft was actually ascending “within the established air route,” and it was traveling at a much slower speed than reported by the Vincennes. Furthermore, the airliner’s failure to communicate with the Vincennes was dismissed; in contact with two air control towers, the Iranian pilot was likely not checking the international air-distress channel In other words, the investigation mainly covered the events that favoured the outcome from Captain Rogers perspective.

A lot was going on and there was basically a split second decision regarding whether to fire or wait too long and be hit by an attacking aircraft, which had happened to another ship not too long before. @@carlosdanger788 There is NO excuse for what they did. The commanders in the Gulf had stressed that you have to be ABSOLUTELY positive about enemy targets before you took any actions. There was plenty of data and warnings indicating this was NOT an attacking airplane. You cannot justify this and label it with wartime accident, NO military target was even in the vicinity of the aircraft, the IFF mode was 100% visual and the plane was clearly NOT in an attack profile. If you can miss these vital signs and conclude this to be an enemy target, you dont deserve a medal, you deserve prison.

@The Doge-Emperor of Dogekind Your just making excuses. The Vincennes crossed into Iranian waters chasing the Iranian gun boats. They were supposed to stop short of the 12 mile limit by several miles , they were forbidden to cross into territorial waters (Capt McKenna stated they 'all' knew this in part I) , yet the ships log showed they crossed into Iranian waters 10 times in the previous month. And if they crossed into territorial waters they could only fire in self defense. They fired upon a climbing civilian airliner in territorial waters, that was not self defense. c'mon dude the US knew this in the initial days, of the incident and insisted they were in international waters for 4 years before finally admitting the Vincennes was actually in territorial waters.

@The Doge-Emperor of Dogekind Yes it is violating borders. That is exactly why the Vincennes was so convinced an F-14 was actually coming at them. It was an expected military response from Iran upon a foreign warship entering their waters. Don't you understand, the main reason the mistake was made was precisely because the Vincennes had violated Iranian territorial waters. It was classic confirmation bias, the Vincennes so expected an Iranian fighter jet to be coming at them because of their own actions in chasing the gunboat into Iranian territorial waters. When they detected a plane flying towards them, they automatically assumed it was Irans response to their actions with an F-14 and they just stopped looking at all the information in front of them that indicated it was not an F-14. This was a major screwup, that was initiated by the Vincennes own actions.

@@carlosdanger788 Hopefully as captain, you would have a radar team that could actually read the screen and tell you it was a slow aircraft that was climbing, instead of a team that thought it was erratic and diving towards them. Unfortunately, the captain was not wholly to blame in this case.

Sailors, not Soldiers! I blame the Captain of the USS Vincennes for not be absolutely sure of what the target is!!! Did the Navy pilots confirm the target??? No!! If so, they would have realized it was a commercial aircraft!! Not only that...the radar signature of a commercial airliner is MUCH different than a military fighter jet!!! NO EXCUSE!! Innocent civilians died because of the irresponsible fuckup!!!!

I wasn't there, and Idk how on edge people were about being attacked from the air. This all really has to be taken into consideration, when this incident was investigated. My opinion, I do think there should have been a Court Martial issued.

I was there, on the E Montgomery. Following the Stark being missiled, yeah we were on edge daily. Taking fire from iranian gunboats almost daily didnt help.

Right, just like they don’t know about the USS Stark. Or the PanAm commercial jet over Lockerbie. Or the US Embassy. Or the ship in Yemen. Or the WTC ‘93. Most Americans have no clue about the long term challenges with & in the Middle East, and the need (or not) for the US to be there (which is a great debate). Given the amount of normal commercial business still being transacted while all the mess was occurring, I am surprised that more innocents weren’t lost. But Americans have given up more of our own blood and tax dollars in hopes of peace than any other citizens. Trust me, most of us wish the USA never bothered.

on the BBC news 24 it stated at the time by a US military intelligence officer stating: we shot the passenger jet down to entice Iran to retaliate so we could also bomb them this was on the BBC twice n once again on the BBC about a documentary on Iran. civilian aircraft fly in a designated corridor at a pretty much fixed height n speed, maybe of course the people on the US warship panicked n shot the jet down the real truth we wont be told, hope it was an accident though for everyone's sake specially the guys who shot the jet down

It’s a sad story, no doubt! As human beings, we all make mistakes, and personally, I wouldn't want to be in the commander's shoes. There appears to be some ambiguity in this situation. An Iranian official has claimed that a military aircraft was concealed behind the Airbus. If this assertion is accurate, it would indicate malicious intent.

It's always the few, that give the many, their reputation/stereotypes. This really rings true in Law Enforcement, and it definitely can creep it's way into the Military, as well. In the Military, there's a longer line of Command, that things have to go through. So, more times out of 10, this type of "Wild West Mentality" is stopped. Every now and again, this shoot first, ask questions later, stuff happens and it's not an honorable look at all. But, let's be fair across the board, there have been quite a few other countries, that have shot down passenger aircraft for much less. I'm not trying to justify this incident in any way, so let's not get it twisted.

Terrible, yes. However, one must keep in mind that the perception of the C.O. at the time, based on the facts and circumstances was why they shot. Hindsight is not available on scene when its happening. Why keep airlanes open for civilian travel over a hot zone? This very thing can happen.

The airliner was on a military/commercial radio frequency and the US Navy was on a military frequency that the airliner would have had to have been configured to recieive, thats why no responses go through. the Iranian airliner was climbing at the time and its radio transmitter was "squawking" on the Mode III civilian and military code rather than on the purely military Mode II, as recorded by the USS Vincennes own shipboard Aegis Combat System.
