A side tail pull is a great isometric exercise to help strengthen the quadriceps and stifle in horses. Even athletic horses can be weak in their stifles that can make them "give out when riding". While this exercise can seem simple it is often a simplier isolated exercise needed to build upon.
This video goes over the technique and you would always do this on both sides. I ususally recommend to do 7-10 times each side every other day.
