Matter moves spontaneously from a region of higher potential to a region of lower potential. In the case of liquids, this is observed as a "flow" from a higher level to a lower level. However, in many cases, a liquid is first required to overcome a barrier at a higher potential, before it can start to flow down spontaneously.
