SUMMARY:
In the last couple years android stock app started allowing using the full manual control over the phone cameras including 30 seconds long exposure feature. Besides that it allows you to get the RAW DNG IMAGE format of the image without making any post processing.
Being able to get RAW image is crucially important for Astrophotography because RAW format captures more data, higher color bit rate, higher dynamic range and better details. Capturing RAW reveals lots of noise in the image but that is completely normal. Even with the regular color cameras like dslr or mirrorless cameras you will have high noise rate when you capture in RAW format unless you have a dedicated astro camera.
IPHONE
You can also get decent Milky Way shots with Iphone's Night Mode but it won't be as successful as Galaxy Phones because of the lack of the full control of "ISO" ,"APERTURE", "SHUTTER SPEED", "MANUAL FOCUS".
