This was not done alone so big thanks to Shmurple for using Jack Frost in the first place and Ctobn for helping me crunch the numbers to not only get the weakest Jack Frost that's viable but helping with building him to get the exact max Magic stat you can physically get without incenses.

I usually don’t care too much for quick kills. They’re more funny to pull off but completely ruin the idea and fun behind fighting superbosses. They aren’t really impressive in the slightest since the majority of them are very consistent and only take a few minutes to pull off so I thought i’d try do max optimisation first turn kills using lowest level demons without ANY incense boosts. All stats gained are through prayers and warriors conception and manipulating stat boosts on level up only!
This strategy can technically be done at Level 39 with 96 magic but you pretty much need max damage rolls and all 7 Glacial Blasts to hit 4 times each. With this you have a roughly 5.5% chance of getting all 7 Glacial Blasts to do a quad hit which is needed before even having to think about damage rolls, nobody is realistically pulling off a 39.
For the setup to min max Jack Frosts magic stat with no incenses you first need to level up Nahobino to level 99. This allows your demons to get more stats from fusion bonus. Then take 2 demons thats base levels equal level 48. Horus (42) and Mandrake (6) are able to fuse Jack Frost so I picked those. In order to gain the maximum magic growth from fusion you need them to gain a total of at least 235 magic stat points on level up. There is some leeweigh as you're doing 57 level ups for Horus and 93 level ups for Mandrake but once they are at 99 if you fuse Jack Frost with the Warrior's Conception Miracle you will get a level 25 Frost with 29 base magic +11 which is the max boost you can get via fusion giving him 40 magic at level 25.
I used Prayers of Magic, Agility and Luck which give a +1 in those stats per level up till level 45. Then save scummed with Grimoires until each level up all 3 points went into Magic giving me +4 magic +1 agility and +1 luck per level up. Perfectly save scumming it will let your Jack Frost be at 100 magic at level 40 entirely without incenses. Like stated prior level 39 with 96 magic IS enough but this took a long time to get anyway. Providing you meet the 5.5% chance of all 7 Glacial Blasts getting a Quad hit its then a roughly 60% chance that the damage rolls at level 40 100 magic do enough to kill. Levelling to 41 with 104 magic brings that to around a 95% chance and 42 with 108 means as long as you get the 28 total hits it will kill regardless. I just left it at 40 because I'm a masochist and it's a nice round number. This setup has approximately a 2-3% chance of working, trying it at 39 with 96 I don't know exactly but it's more like almost a 1/1000 chance.
Now for the fight setup. Khonsu Ra swapping into Arahabaki gives him concentrate which allows every hit Jack Frost does to be concentrated. Nahobeeho then uses Strategize in order to give the active party free swapping in and out and free passes. Since Arahabaki's innate passes his state to all other demons you get infinite passes. I then swap in Azazael, Belial and Tzitzimitl to give a -2 global debuff for both sides then Amanozako flips the allies debuffs to a max buff state.
Now I bring out Makami which his innate is Faithful Companion which boosts the ally after him EVEN if his turn he's swapped away so you can stack this with Pandemonic Feast from Mermaid to allow Glacial Blast to get the max hits. It's weighted towards max but to get it on all 7 the odds are still incredibly low. You then swap out and back in Jack Frost to regain concentrate and then loop the cycle praying you get Quad Hits and good damage rolls. For the last hit since we no longer need Arahabaki we can swap him to Huang Long to further push the final hit for extra damage. His Innate gives a damage boost to the final Glacial Blast and the damage if you get a Quad technically means you're getting a 29th hit. Going up 2 levels with perfect magic growth makes it a close to 6% chance an attempt is successful. A few further levels may allow for Jack Frost to not always have to hit Quads but not sure exactly on that.
Dragon Eye actually is not needed as with +2 buffs and -2 debuffs along with the prayer boosts for agility and luck (4 luck points = 1 agility when it comes to hit rate) with that and the innate boost I'm pretty sure you just cannot miss.
Unfortunately as Khonsu Ra's Concentrate effect occurs prior to Arahabaki's you can't have Arahabaki out turn 1 to keep the additional 1/2 press turn. If you try it then Jack Frost will gain concentrate from the switch in then copy Arahabaki exactly. If there was a way round this you could get 8 Glacial Blasts for 32 hits instead of 7 for 28.
