It's apparently a common occurrence to have a problem with the battery/cable on the Nexus 7. I just got it the day before and found I had this issue. It was very frustrating!
Issue
It's unresponsive entirely when not plugged in. Once plugged in, the screen would do one of 3 things: Flash occasionally (Every 2 seconds or so), have static-like pixel lines all over, or back light would be lit with nothing displayed. It was unresponsive to the boot menu button trick as well (plug in, then hold power and volume down button).
Solution
The cable is not plugged in all the way because the battery is positioned too far away from the socket. It is very simple to re-position!
