After a lotta work, I can confidently say that making Supreme into a great fight is not going to be possible with our current tools as long as he staggers from basic attacks. Out of all the bosses, Supreme is the most receptive to modding (most of the stuff in his RFL file works, though custom phases and combo sequences are unusable), but the hard-coded stuff still holds him back significantly. I've done what I can to polish up his unused attacks/QTES and mitigate any issues that they can cause, but it's not perfect.
That said, he's still packing 5 unused attacks, unused QTEs, his attack patterns can be edited, and his force-attack functionality works (unlike Giganto), so I've been able to edit him more than the other titans. The goal here is to make the fight more engaging if you choose to interact with it; if you want to oppress him with a flurry of attacks and not give him the chance to fight back, there's no good way to fix that with the available tools, but if you're willing to slow down a bit and fight him "properly", he'll pose a decent threat.
In both phases, Supreme will now fire homing lasers, and if you get blasted back by his large Bit Generators, there's a moderate chance that you'll enter an extended QTE sequence.
In phase 1, Supreme will bring out several massive attacks (like the Giganto bite and mega laser), occasionally take to the skies and generally be more aggressive.
In phase 2, his AI is largely the same, but the additional lasers make things far more frenetic. Towards the end of the fight, he'll start the unused QTE and may even activate a final, desperation laser.
