You can also do this my right clicking anywhere on the video / picture, go to properties > uncheck the Maintain aspect ratio.

It's an Irish-Anerican accent!... It's 4:3 but only he says it as any Irish guy would say it - as "four-tree" with a silent H (almost but it is detectable) there usually. 3 is just pronounced "Tree" in this accent. Now seeing as you know that, listen again, and you'll realise it's just a regional accent (well, it's a mixed accent of Irish and American, not quite sure which state - probably an Irish guy with A. Irish family or B. Irish guy moved to America but I bet on A. I know my accents! ;-)
