MUKONO LANDLORD IMPLICATES
PRESIDENT'S OFFICE IN MPOOMA
LAND GRABBING SCANDAL
Mzee Lawrence Mubiru, resident of Mpooma Village Naama Sub County in Mukono, says a kifeesi group, working on orders of an old woman called Hajjat Jamawa Nantuume, came and unleashed violence and took over his and neighbour Dr. Juventile Emuku's property (land and houses) claiming that they had been ordered by Museveni's State House to get the land because big people in government wanted it badly.
The frail old man made all these wild allegations in full presence of State House's Counsel Phiona Barungi who defended the President and First Family while making it clear that both State House and President's Office are aware of rogue-minded actors who keep depriving the poor in the name of the President and his family members. Ms Burungi revealed she had been deployed by the President to move with Dr. Mayanja to help apprehend such impostors.
Mzee Mubiru, who became diabetic as a result of torture the group occasioned onto him, was speaking this Thursday at a Baraza meeting that was organised by State Minister for Lands Dr. Sam Mayanja in Mpooma village. He cursed the Mukono RDC Fatuma Ndisaba, his own LC1 Chairman Serugo and the Mukono territory Police leadership for conniving with his tormentors who have been wrecking havoc for the last 8 years during which they razed down houses and destroyed crops and livestock. Mzee Mubiru thanked the President for deploying incorruptible and people-centered Ministers like Sam Mayanja.
Speaking at the same Baraza, Mayanja castigated Mukono RDC Fatuma Ndisaba for betraying the President and directed the Mukono DISO to ensure that Mr. Serugo, the LC1 Chairman who feigned eye sickness and skipped the Baraza, gets ousted from the office and his Vice takes over in the interim. He directed that Mr. Serugo gets prosecuted for conniving with rogue-minded actors and land grabbers to impersonate the President and hide behind his name while orchestrating the grabbing of people's land. Mayanja enumerated reasons why Ndisaba is fatally unfit to hold public office anywhere in Uganda.
He explained how Ndisaba worked hard for months to frustrate and prevent the Emukus from getting justice while discouraging him as Minister from visiting the locus land in Naama Sub County's Mpooma village. Mayanja vowed to work with Presidency Minister Milly Babalanda to ensure that Fatuma Ndisaba is appropriately sanctioned for not being keen at helping poor people who approach her office in need of justice.
Residents cheered as Mayanja and Ms Phiona Barungi assured them no one would be tolerated hiding behind the President's name to grab ordinary Ugandans' land. The duo painfully reflected on the mistreatment, violence and aggression which the Emukus endured for the last 8 years of malicious acts by Hajjat Jamawa Nantuume, her son Moses and her other kifeesi squad members.
Dr. Elizabeth Emuku, who travelled all the way from Soroti City to represent her husband Dr. Juventile Emuku, tearfully narrated the trauma they have endured at the hands of Nantuume and the RDCs and Police leaders in the Mukono area all of whom turned their back on them. In the end, she went on her knees and thanked Dr. Mayanja for being an incorruptible, approachable and people-centered Minister. Mayanja demanded to know who Fatuma Ndisaba takes herself to be that she can't respect Court orders, those from the President and his own orders as the mandated Minister of State for Lands.
All this drama played out in Mpooma village during the locus visit Mayanja, and a large delegation of government officials, made after being petitioned by Doctors Juventile and Elizabeth Emuku (they are spouses) who had been victims of land grabbing by Jamawa Nantuume, an old woman, who recently got jailed for hiding behind the President's name to try and grab their 8 acres of land at Mpooma.
She is to serve in civil prison for 6 months and was booked in at Mukono's Kawuga prison during the Easter weekend for failing to pay the damages Court has been awarding to the Emukus against whom she has been filing malicious court cases with the view of cowing and intimidating them off their own land. At some point, Nantuume's thugs incited violence against the Emukus on grounds that, being Itesots, they had no right to own such big land in Buganda.
Nantuume sold the land (8 acres) to the Emukus in 2008-2009 at Shs54m but later turned round and attempted to sell it to another person claiming that the money she was given was too little. The whole thing was witnessed and authenticated by neighbours and the area LCs to whom Nantuume introduced the Emukus as the new owners of the land. The Emukus, in whose defense many local residents spoke at the Baraza meeting while castigating their fellow residents Nantuume, operate a big private hospital in Soroti City which they intended to expand here by putting up an equally good hospital for the community in Mpooma.
