No it's not. This is the good stuff. The stuff without propaganda made by specialists with a passion for what they do and a love for their country. They may or may not have hated the Soviet Union but that didn't make a difference. At most some of them were payed to lobby for more weapons sales. In the USSR there was a system surrounding the design bureaus that just like fascist Germany had their corporations and competed internally and had people lobby the government. No system escapes the interest of special interest.

This should be a routine function of all US intelligence agencies: to put out declassified products that reflects insofar as possible what they're reporting to 1600.
