They're using the word "table" because a "column" is also a table. You create a "column" containing values for the lookup -- for an 8-bit range check, you need a column containing all numbers [0, 2^8-1]. Then you interpolate a min-degree polynomial from the values in the column (called the Lagrange polynomial), commit to it, and open it with a verifier challenge. This step can be interpreted as "P and V agrees upon this column / table". Then using the described technique, P can show V that a witness is contained within this column.
