20:35 Cotton swabs (Q-Tips) are very handy in situations like this.

The weight of the covering can cause the CG to move rearward. After all, most of the covering goes behind the CG. Of course, the heavier the covering, the more pronounced this effect will be. And Oracover (Ultracoat) is one of the heavier coverings. Just a thought...

I am somewhat concerned that the all moving vertical fin has room for only two hinges. Frequent pull-tests recommended.

Yes absolutely, but it is also supported and held in by the tail wheel assembly at the bottom, and non of the tail wheel weight is transferred to the fin/rudder
