SPENDING THROUGH HARD TIME.
I watch with disbelief the recent back and forth between the federal and some state governments on who should bear the brunt over the current spate of hunger pervading the land and it attendant protest.
Whilst I agree that the federal government should bear the highest burden of the crises after all they control 63 items on the exclusive legislative list and currently control the other items on the concurrent list apart from controlling the lion share of the revenue.
I am also in perfect stimulacrum (in Obahiagbon’s voice) with those that says the state government also bears a huge responsibility of ensuring food security, welfare and prosperity of the people.
It is a notorious fact that since the federal government unceremoniously yanked off payment of subsidy on petroleum products in Nigeria, the states and local governments have collected more revenue from the federal government?
The North West with 7 States before subsidy removal were collecting N37.749b but currently collects N53.005B after subsidy removal.
The North East with 6 states were collecting N26.807b but now collects N38.877B
North Central with 6 states was N25.916b but currently N37.564.
South West wit. 6 States also was N36.153b but has now increased to N48.382b
South East the region with the least states of 5 States and lowest revenue were collecting N21.166b which has now increased to N33.971b.
The South South with 6 States is the highest in terms of revenue which use to be N112.919b but has now increased to N126.36b
While some States, like Abia, Ebonyi, Niger, Borno, Kaduna and the almighty Lagos States are working tirelessly to diversify their economy and subsequently navigate the state out of the current conundrum, others like my state Edo, Imo and co we are still awaiting what they have to show.
While we need to consistently put pressure on the federal government to de-centralize the governance structure in Nigeria, ensure fiscal federalism and be innovative and strategic in its economy policies and implementation apart from telling to cut cost despite not cutting her own cost,
We should remember that we can never grow a Nigeria that will be huge on production just from the federal government spot or resources alone, we must make our states and local governments viable, visible, transparent and accountable to be able to provide and deliver as a state.
But when we keep creating excuses for the ineptitude that some of our various states Governors, with the exception of a few, have become and yet expect a great country, we just de deceive ourselves.
It is the selfishness of OBJ that led to us having a sickly Yar Adua (God rest his soul) whose death led us to having a disastrous GEJ which led to the misfortune of us having an unaware Buhari and now a struggling Tinubu. So none better pass the other.
