I'm actually one of the few people that do like to water during winter. I find that for me it stops them being as dehydrated by the time growing season comes around and shocking thrm so much when you do eventually get to watering them, while cacti do go into dormancy, there roots do remain growing and taking in water at a slower rate, as ive experimented with mainly planting pups during winter. However i would say this is totally dependant on your location, weather etc, I just make sure to be very careful and pick watering days that i know while be mild and sunny, plan afew days ahead and only water once a month

I agree with what you say, it does really depend on the climate in which you grow your plants. Even though the winters that I experience don't go to freezing, it isn't uncommon for single digits at night, and watering then would be almost fatal for the plants if they are not taken indoors to warm up, which is why I keep them dry. If you do have milder and dryer winters, watering very lightly once a month would work.
