Piece of velcro or fabric keeps the needle always ready to go and reduce the need for overusing the thread. Using Velcro or a fab patch also stops the fabric from getting sucked down into the needle plate at the beginning of a row of stitching.
You can use any scrap of fabric, doesn't have to be velcro. Basically you are stitching into the scrape at end of a seam, to hold top and bobbin thread when you start the next seam. It prevents the threads from pulling into the bobbin area and knotting up at the start.
